Howard sits just North of the Elk. Its geographic location gives rise to the town’s annual Elk River festival in September. Like at many other events such as this , the festival opens with a parade. Some features of the event are a biscuit and gravy breakfast, a Chili Cook-off, a quilt show, cake walk and
talent show. In the evening live musical entertainment is provided. The city is also the site of the annual Elk County fair with its usual display of livestock, entertainment and plenty of good food.
