Albany is the largest city in the Capital Region and the state capital of New York State. The state government is a large employer. About 28% of the city population is black, the highest concentration in the area. Albany is generally perceived in the area (along with Schenectady and Troy) as having a lot of crime, but it’s still a very safe and pleasant city. The population is declining and is now below 100,000 people.
Corporation counsel (city attorney) prosecutes traffic tickets written by Albany police and State Troopers. Sheriff deputies and university police still prosecute their own tickets.
Traffic part handles only traffic tickets. Other violations are generally handled by criminal part, though some odd violations, like zoning and animal control, are handled by civil part.
